shot at 36th street and west street. ktvu channel 2 reporter jade hernandez joins us now from oakland with more on all this violence, jade. >> reporter: good morning. investigations are not unusual in oakland but last night the calls began rolling in. three shootings all within an hour as you minced. the first happened at foothill boulevard and 62nd avenue where a man was shot. someone shot the man in the back. let's take a look at that video right there. while officers were helping that victim someone drove up to them and reported another shooting on 79th avenue and holly streets. officers found a woman there. her finger had been shot off. paramedics rushed her to highland hospital. then decision patchers sent officers on their third shooting of the night. two victims were found in that shooting, a man and woman. their injuries were more severe, it appears they were sitting in their car when they were shot. both were rushed to highland hospital and surgery once they arrived. they are in critical condition. at this point these shootings don't seem to be connected but no information wa

. montgomery county police are searching for an armed gunman and they are using everything, from police cars to helicopters. a woman who lived at the avalon apartments tells news 4 that at 7:20, a woman ran door to door screaming for help saying someone was trying to shoot her. soon after, police surrounded the avalon apartment. montgomery county police say she know who their suspect is. the search to get him in custody led to partially closing the streets. police have also closed nearby exits, 270. people who live inside the af r avalon have been told to stay on the inside. those outside are not being allowed back in. >> they keep saying there may be a gentlemen with a gun squr omee in one of the garages or buildings. i have to go to work. >> reporter: that garage is the center of the investigation which is still ongoing. we are told forensics will be coming out an trying to figure out what happened with possible gunshots fired. in the meantime, the search for the suspect is continuing. they have just released the apartment complex just now allowing folks to come back into the apartment co

is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

find more democrats to come out. when you look at our poll, the folks that tell us they're not likely to vote, they actually approve of the president's job with 75% approval rating. these are minorities and young voters. they have no interest in this election, if they get interested, they could close that gap. >> how do you get them interested? >> look, that's what the president's trying to do. here's what's odd. turnout goes up, people get enthusiastic about voting when they're unhappy. this small slice of voters, it's only 10% of the electorate, they're happy with the president, they're happy with democrats so they don't see a reason to get off their keisters and go out and vote right now. maybe that will change, but i'll be honest, our pollsters tell us it's very unlikely. >> let's take a look at who voters want to control congress. and the poll shows there's a tie, 43% of all responders would like to see democrats hold congress, 43% would like to see republicans gain control of congress. but when you boil that down to likely voters, the republicans have a 9 point advantage. >> let
